Crosswind

From the right. Check it against the aircraft crosswind limit.

Angle off the runway 40 degrees. Along = 22 x cos 40 = 16.9 kt. Across = 22 x sin 40 = 14.1 kt.

The wind in a METAR is degrees true and the runway is degrees magnetic. Apply the local variation before you compare them, or the angle above is wrong by the variation.
