Flying schools

Haryana Institute of Civil Aviation

The cheapest credible route to a licence in this directory, priced by the flying hour on a state government rate card, on two aircraft at two different rates.

This is a state government institute, and it prices the way a state institute does: by the flying hour, on a published rate card, with a different rate for each aircraft. That is why this page has two rows rather than one. They are not two courses. They are the same licence flown on a lighter or a heavier Cessna, and the aircraft you fly is what moves the total.

Flown on the lighter aircraft, this is the cheapest credible route to a commercial licence anywhere in our data, at well under half what the private cluster charges. That gap is real and it is not a trick of what is included.

What the rate card cannot promise you is aircraft. The binding constraint at a state club is serviceability and slot availability, and a student who takes three years to finish because the aeroplane was down has paid the low rate and lost the time. That risk is not priced anywhere, on this page or on the state's, and it is the thing to ask about before the fee.

How far you can trust each number below

Published
Printed on the operator's or the regulator's own page.
Reported
From a brochure, an aggregator or a cadet, not from the operator's own price list.
Estimated
A range built up from parts, not lifted whole from any one source.
Undisclosed
No public number exists. We say so rather than filling the gap.

What it charges

Every figure we hold for this schoolEach row carries the label that says who published it. Rows with different labels are not comparable and are never added together.
What you pay forAmountWhat the figure is
Licence, flown on the Cessna 152₹19,67,000ReportedThe lowest number in this whole directory, and it comes from the cheapest official hourly rate we found anywhere.
Licence, flown on the Cessna 172R₹21,67,000ReportedThe same institute on the heavier aircraft, which is why the two rows differ by aircraft and not by course.

Licence, flown on the Cessna 152: read from a total built from the state's published hourly rate, checked 15 June 2026. Licence, flown on the Cessna 172R: read from a total built from the same published rate card, checked 15 June 2026.

How you get in

Admission is through the state institute's own process, and the queue for a seat is part of the cost of the cheap rate.

Before you commit, ask how many aircraft are on line and what the current wait for a slot looks like, because that answer decides your real cost more than the rate card does.

What this school does not publish

The rate card prices flying hours rather than a course, so there is no published total for a licence here at all: the totals above are built from the rate and labelled accordingly.

Aircraft availability and typical course length are not published, which is exactly the number a student choosing this route needs most.

Where this sits in the wider cost

Nothing above is the whole cost of becoming a pilot. Our pilot training cost in India page has the full stack from the medicals to the type rating, and CPL course fees in India puts this school's licence figure next to the rest of the market.

Common questions

Is this really half the price of a private school?

On the lighter aircraft, roughly, and the comparison holds because none of these figures include a type rating. What the private schools sell alongside the flying is pace and availability, and that is what the gap buys.

Why are there two figures?

Because the state publishes an hourly rate per aircraft, and the licence flown on the heavier Cessna costs more per hour. Same course, different aeroplane.

What is the catch at a state flying club?

Time. The rate is genuinely low and the aircraft availability is the risk. Ask about serviceability and slot waits in the same conversation as the fee, not after it.
