The approval names an aeroplane fleet at Dumka. The institute's own site says it is presently training on motor gliders towards a glider licence, at Ranchi, and describes the commercial licence as intended scope rather than as a course you can book.
The site's home page advertises an official notice for commercial licence admissions, which is the only admission document it points at, and that link returns an error on both of the addresses the site answers on. Its own notices section returns an error too.
So this page states both records and resolves neither. The regulator's list gives one fleet at one base, the institute's own site describes different training at a different city, and the only published route between the two is a broken link.
