An Aligarh academy whose aircraft count matches the regulator's exactly, which describes its own pricing as transparent, and which prints no price.
Pioneer Flying Academy flies from Aligarh in Uttar Pradesh and is one of the few organisations in this directory whose own claim about its fleet matches the regulator's list exactly, single engine and multi engine both. On the question of money its site is the opposite: it twice frames its pricing as transparent and then sends you to an enquiry for the number.
The wording on the course page is worth quoting for what it does: it says the cost varies with the package you choose and that the team will provide a detailed breakdown, which is a sentence that sounds like an answer and is not one. The site also describes an enrolment fee that confirms your seat without naming an amount for it.
Around the flying school there is a larger operation: a maintenance organisation, a non scheduled operator permit under which it runs skydiving flights in two other states, and a drone training arm. None of those are flying training bases, and only the Aligarh airfield is.
The regulator prints approval 05/2016 against this organisation, records its ownership as Private Ltd, and gives the approval as valid to 18 February 2028.
Counts agree. The DGCA list gives 10 single engine and 1 multi engine, types Cessna 172S, Cessna 152, Cessna 172, Diamond DA-40 and Partenavia P68. The site says 'We operate 11 meticulously maintained aircraft, including 10 single-engine planes and 1 multi-engine aircraft' and names Cessna 152, Cessna 172, Diamond DA-40 and P-68 (multi engine). The site does not separate the Cessna 172 from the 172S the regulator lists. It also claims an in house flight simulator and describes Boeing 737 and Airbus A320 simulators as upcoming, neither of which appears on the regulator's list.

The site describes a 'CPL Flying Training course enrollment fee' that confirms the seat, without naming an amount, and says 'A detailed fee breakdown is provided at the time of admission'. Enquiry is by phone or the contact form. No entrance test or written intake process is described.
The academy flies from Aligarh Airfield, Uttar Pradesh, which is the base the DGCA lists. The only postal address on its contact page, however, is a Delhi office: C-112, Mayapuri, Phase-2, Delhi 110064. It also names Haryana and Madhya Pradesh as skydiving flight locations under a separate non-scheduled operator permit, which is not flying training.
