Vision Flying Training Institute runs its ground school from Dwarka in Delhi and its flying from Amreli in Gujarat, on a fleet the regulator records as entirely Tecnam and Cessna single engine aircraft. Its course pages are detailed about hours, structure and eligibility, and carry no fee at any point.
The one thing to hold against the regulator's record is the multi engine promise. The commercial licence page offers multi engine exposure and the brochure offers a multi engine endorsement, while the approval carries no multi engine aircraft at all. Both are stated here and neither is corrected, because where those hours would be flown is a question with a real cost behind it.
The institute is unusually helpful about routes in for students who did not take science at school, describing a bridge through the national open schooling board. It is equally clear about the two medical classes and the two different minimum ages, one to start and one for the licence.

Eligibility is stated, process is not. 10+2 with Physics and Mathematics from a recognised board, with commerce and arts students able to bridge through NIOS. Minimum 17 years for SPL and PPL, 18 for CPL issue. DGCA Class 2 medical to begin and a valid Class 1 for CPL privileges. ICAO English Language Proficiency Level 4 or above. No prior flying experience needed. Every course block ends in an enquiry form rather than an application; there is no published entrance test, application fee or intake date.
